That Bootstrap library can be added in any theme, but it does require some custom work on your side. You’d need to create a child theme, and add the library as mentioned here https://italia.github.io/bootstrap-italia/docs/come-iniziare/introduzione/

Unfortunately we can’t help further, but a developer could for sure help.

If you want another approach, you can try searching for plugins that have a similar block for timeline, for e.g https://www.ads-software.com/plugins/timeline-block/
