Snippet on Individual Sites – Multisite

I am wondering what this does:
“Allow this snippet to be activated on individual sites on the network”
I have Snippets Network Activated. When I activate the above, I do not see changes…
Are Network Snippets always active on main site?
How can I deactivate certain snippets for certain sites
