Unable to reinstall 6.6

I had updated to 6.6 and then saw a problem (was with a plug-in I also upgraded just before), so I restored the backup (all-in-one-migrate), then I don’t recall upgrading again but it thinks it 6.6 still, now I don’t believe it so I clicked on reinstall 6.6 and it fails:

Any Ideas how to fix?
