Shipping Table in %

I would need to insert use votro plugin to insert rules to my shipments based on cart value.
The shipping charge should be calculated based on the cart value example:
With cart under 99 euros the shipping is 26%.
With cart between 100 and 199 the shipping and of 23 %
With cart between 200 and 399 the shipping and of 22%
I managed to make all the table but I can’t put a value in precentage but only fixed digit, would it be possible to use %?
