Store Notice Not Showing

Hello. I’ve created a store notice under the customization settings. The notice shows in the editing mode, but it is not visible when I visit the site.

I have disabled all plug-ins other than woocommerce and have changed my theme to storefront, yet the issue persists. I’ve pasted the system status below.
