Notifications triggered even if not directly triggered

Hello,
I have notifications set up for sending a notification when “admin manually assigns the rank.” However, this email notification is triggered if unrelated settings are adjusted in User management (such as disabling an account or adjusting the user’s balance manually).
Please fix the notification to trigger only when the rank is changed.
