Yeah, wordTube https://www.ads-software.com/extend/plugins/wordtube/ allows this, after you install it do this:
do all of this after configuring WordTube,
1. At the WordPress dashboard, you will see that there is a new link under the menu item “Media” called “WorTube”, click that,
2. Then click the button labeled “Insert new media file”.
3. Then fill out the title, author and description and choose an mp3 file to upload or enter the url to an externally hosted file.
4. After it uploads the file and saves it click on the title of the file you saved and you should see something like “[media id=1]” copy and paste that on your post/page.
