Does not stop credit checking attacks

I have been using this on my client’s site for about a year now and about every few months we’ll get hit with a credit card checking attack and this does nothing to stop it. This attack method has happened multiple times since then. This plugin seems to work for the good guys, but not for the bad guys.

Everything is set up correctly. This is happening specifically with the PayPal Pro PayFlow plugin.

Any improvements or advice on how to improve this would be great. Thanks.
