I hear you.
You are running into a bug that we’ve recently discovered. We already have a report for it, as you can see in here — https://feedback.givewp.com/bug-reports/p/visual-builder-forms-automatically-scroll-to-donation-button-in-safari.
While I do not have a timeline on when this will be corrected, I’ve already included this on the bug report, and you can check out that post to see when a fix for it has been released.
For now, you can create an option-based form while we resolve this bug. The issue only happens for forms built using our Visual Form Builder and then viewed on the Safari browser.
To create a new form using our previous option-based editor, you can go to Donations → All Forms then, on the top-right hand side, click on “Switch to Legacy View”. On the legacy view, click on “Add Form” at the top-left hand side.

I know that this is not the most ideal solution, but hopefully, it can be useful in your current situation.
