[Plugin: NextGEN Gallery Voting] voting enabled for older galleries?

    You just go to the gallery in the the Gallery->Manage Gallery, and tick what options you want after selecting the gallery you want.

    The options that can be set for new galleries, just pre-set the defaults when you add a new gallery. Eg, you still can enable/disable voting at each gallery/picture from their ngg administration pages
