Can't drag categories/pages in Custom Menu

When I try to drag a category or page to the right under a parent category/page, I have the crosshairs but they don’t move the bar, it just highlights the text. Any suggestions? I have done this before, not sure why it’s not working now.

I’ve tried disabling all plugins, same problem.
