Update your website automatically as a background program on your computer

Is it possible (Via HTML, PHP, C++, etc) to have a program/webpage/etc. that goes to a specific website, and clicks a button?

Example: The program/website runs once every 4 hours on my harddrive, and it goes to https://www.google.com/ and types in “cats” and then hits “I’m Feeling Lucky.” Then closes the window.
