CSS loads in Safari, but not others

OK. I’m having a bizarre problem I can’t track down. My css page will load on Safari for Mac, but refuses to load in any other browser (Opera, Firefox, IE). My guess was that it had something to do with the encoding and carriage returns of the css stylesheet, but changing those had no affect. I’m using the Wupan theme, but the css doesn’t load in the admin pages, either.

I made a few modifications, but reverted everything back upon finding this problem. Nothing seems to have worked. :\ Any ideas? This is getting really frustrating.
