    The following is in the WordPress documentation:

    Membership
    * Anyone can register – Check this checkbox if you want anyone to be able to register an account on your site.

    This Dashboard>General checkbox is already labeled “Anyone can register”. I think this actually means that unchecked will block the registration link from showing anywhere in the blog. So if it is unchecked and “Users must be registered and logged in to comment” is checked, then effectively no one can make comments.

    Perhaps this seems obvious to experienced WP users, but I’m trying to figure out why certain things on my blog are not working the way I expected and need some clues that will help.

    Well. Yes.

    If you UNCHECK “Anyone can register” then no one can register.

    And if you CHECK “Users must be registered and logged in to comment” then no one but people with accounts can comment.

    You can still manually make accounts, though.

    What is it that you want to do?
