Static page menu problem

I’m running 3.1 with Akismet and a couple other minor widgets. I’ve created a number of pages, and I set up a custom menu named “Navigation.” I want the site to open up to a page I’ve called “Welcome.” I’ve re-named the “Home” page to “Blog.”
When I make the Primary Navigation the “Navigation” setup, and then set any page (not just “Welcome”) as the startup page, the “Blog” tab is highlighted along with whatever page I’m calling, yet won’t show up if you click on it. It seems to send an action to the browser, but only the original, static page is shown. All other Pages in the nav system show up if you click on them, though.
This happens regardless of the theme I have installed, regardless of which other page I’m setting as static, and what browser I’m using.
Under Settings\Reading\Front page displays, I am not setting the “Blog” page as the Posts page, mainly because it doesn’t show up in the list. (Remember, “Blog” is “Home” re-named.) In Appearance\Menus\Navigation, “Blog” is listed as listed as a “custom” and not a “page.”
Do I have to actually create a new page called “Blog” (or whatever) and then assign the posts to be displayed there? Am I not allowed to use the “Home” page in the Navigation system?
