Ok, so any site that isn’t hosted on WordPress.com doesn’t have the ability for users to subscribe to receive a notification of comments? That wouldn’t make any sense?

Being able to respond quickly is huge..and the reason I was able to see your comment so quickly…

Correct. You’d need to install a separate plugin for this feature.

I’ve not used any myself, so I could not recommend any specific plugin but https://www.ads-software.com/extend/plugins/search.php?q=email+comments should get you started in the right direction.
