Plugins don't show up on individual blogs in network

I apologize in advance if my title isn’t clear enough, or its been discussed to death. I didn’t see anything that seemed to answer my problem though.

When looking at the Network Admin panel, if I click on plugins, all of my plugins are listed and network activated. But when I go to the plugins page of the individual blogs there is nothing listed there. It just says ‘You do not appear to have any plugins available at this time.’.

I’m guessing I’m missing something very basic here. But I’ve looked all over and can’t figure out how to be able to use plugins on the individual blogs in the network.

I’d appreciate any suggestions. Thanks!
