I am logged in at the wp-admin page. Isn’t this correct?

the only way to know if you have admin privileges is to look in database and see what you are set as.

You need go in PhpMyAdmin
click on database if you have more then one
click on first icon browse on usermeta table

wp_capabilities a:1:{s:13:"administrator";s:1:"1";}

check if you have as above on 12 0r may 13

How did you fix the problem? I typed in /PhpmyAdmin and got nothing.

phpMyAdmin is a different application and is not a part of WordPress. You have to install phpMyAdmin separately (or use the one provided by your hosting provider) to access it.

Did you lose your administrator account?

The wp-admin pages are used by both administrators and users. Users don’t get all of the functionality that administrators do.

I might have forgotten my admin login info. The site has been idle for a while. How can I get that back?
