Header won't show H1, H2 and H3 icon

  • With regard to the H1,H2 etc toolbar, on checking I find that my first WP blog, https://www.easyhorsecare.com has the double toolbar with these incorporated.

    All the other blogs, which I’ve started more recently, all have just the single toolbar, so no H1 etc.

    Has WP been changed? How can I get the double toolbar into my sites?
