Translate widget not appearing & cant change default languages

I’ve tried this Translate plugin with a fresh install of WordPress 3.1.3 using the Arras Theme. Unfortunately, nothing appears in my sidebar when I try to place the widget.

In the admin control panel when I try to delete a language or change the default language I receive an error stating that I don’t have sufficient permission to update.

Please advise.
