Categories Missing (posts listed as uncategorized)

I am having an issue with my categories. When I look under the categories section under posts I do not see any categories listed, but it shows that I have 28. Under categories when editing a post, it does not show any category under all categories.

So does anyone know why my categories are not showing up. I have tried turning all of my plugins off to see if that was the problem, and I tried to see if it was a problem with the theme, but still did not find an answer. Any advice would be greatly appreciated.
