Add Super Admin with Editor ONLY Role

I’d like to assign an assistant of mine the ability to create and edit posts/pages on all sites within a WP Network. I do NOT want the assistant to be able to edit themes and make other changes that would be associated with granting full Super Admin privileges. I know this can be done “site-by-site”, but is there a way to do this on a global level?
