Write permissions or no write permissions

My latest version of my theme says that it needs permission to write to the library cache and change the settings to 755 or 777

The settings for that folder WERE 755 but I changed to 777 and all is well.

However – this is a dangerous setting to keep right? The public can write onto the folder?
