want more pages in my top level nav bar

Using Atahualpa 3.6.7 theme.
I’ve deleted the Exclude Pages plugin.
I’ve deactivated My Page Order plugin.
I’ve ordered each Page Attribute: no parent, Order 1 through 7, etc.
But I can’t get new pages into my nav bar.
… how come?
… what am I not doing right?
