My plugin is not visible in the dashbord

For my company web site, based on WP, we are developing a plugin for some management tasks. It works on background for some public pages, and have an admin set of pages available on the left menu bar the WP dashboard.Our development private server was first set up with WP 3.1.x and regularly upgraded up to the 3.2.1. And our plugin was developed on that server without any specific issue.
Now, for some testing, I’ve just tried to set up my production server. It was directly installed with WP 3.2.1. Our plugin works for public pages. But there is no new link on the menu bar, and when I try to access some plug-in page with a direct URL, I get Unsufficient permissions…”.
Any idea? Thanks.
