jquery not loading in get_header(); outside of wordpress

I have a file that is external to the WordPress frame work that I use to display some links. I load the “wp-load.php” so I can use the header and footer on this page. The header and file load fine, but for some reason the jquery javascript isn’t loading. If you look at the source it looks like this ( –

So why does the jquery file load in the framework, but not outside of the framework? Any help would be appreciated! Thanks in advance!
