Multiple blogs on community village website

Question from a WordPress beginner.

I’m trying to set up a village community website. The website will have different sections (eg Parish council, School, village hall committee, etc) each wanting their own blog and contributors. Is this possible? Do I need more than one database? Is this possible on a shared server?

If so can anyone point me in the direction of some ‘how to’ info?
