Norwegian charactherset

I′m using the plugin Smart Category Ordering which allows one to order posts in alphabetical order. The problem is that some of the posts start with norwegian letter like ? and ? which should be last in the alphabeth but instead is placed under o and a. Is it possible to fix this by installing a norwegian character set? And how do i do that?
