New update not appear on homepage

hai, i wanna ask… i already transfer my blog to VPS. when i create a new updates, it does not appear on homepage when i am not log in. But when i log in WordPress, the new update appear on homepage. that means, guest or visitor cannot see new update.. Not only new posting, but when i changing my theme, i need to log in first to see the new theme. When i log out and go to homepage, old theme is appear.. please,why is this happen? is that VPS problem or wordpress problem? the hoster said it might be WordPress.
