    I do have the same problem. But unfortunately, nobody seems to have an answer to this.

    I just discovered something which can make the Quick Cache options panel disappear. Do you have this line in your wp-config.php file?

    define('DISALLOW_FILE_EDIT', true);

    If you do, try removing it and see if that helps.
