How to add header to page

How would I go about adding the wp header to just a normal page that isin’t associated with wordpress. Like let’s say I want to do an about page, but not have it on the normal navigation or as an article, but as a seperate page, and use the header of wordpress?

gives an error.. permissions, is there a way to fix this
