Comments not being listed on pages

I want all comments to be displayed on each paqe. Now the user must click on a hyperlink that shows there are replys in order for them to be displayed. I thought that Settings/Discussions would let me resolve this by selecting the following but it doesn’t work. Can anyone tell me how to force the pages to display all current comments raher than forcing the user to select the hyperlink to make them display?
Here is how I tried to set Discussions item for Comments:
Enable threaded (nested) comments 10 levels deep.
Break comments into pages with 50 top level comments per page and the last page displayed by default
Comments should be displayed (this doesn’t work) with the oldernewer comments at the top of each page (this does work).
