Geoencoding from a photo

Does anyone know of a plugin, or php snippet that can extract the GPS information from a photo’s EXIF, and then return the city/state/country from the geolocation code?

I’m not looking for a fancy map with a pin or anything, just plain text of where the photo was taken. From there, maybe make a javascript hover link to show the map.
