comment pagination url not working

when i mouse over comment pagination link it show
https://localhost:8888/nypapa/new-york-daddy-mommy/kai_sa_fei_de_le_ka_shen_jiu/comment-page-3/#commentsafter i click pagination button, url show
https://localhost:8888/nypapa/new-york-daddy-mommy/kai_sa_fei_de_le_ka_shen_jiu/#comments
comment page still stay same, wont change comment page.
if i deactivate seo plugin and change permalink to default, the comment pagination working fine, but i want to keep seo and permalink custom as /%category%/%postname%/
does anyone have same issue? anyone know how to fix this problem?
