How would I go about this…

Hello All,

I’m working on a WordPress site, and its purpose is this:

A website which City venue managers use to add and see pictures of trouble makers at other venues in the town, so they don’t let them in.

For this I need:

The ability for people to ‘Log In’ to the website.

A way for them to View the current lists, and a way for them to add details of another person.

So a custom form would be needed to include Name, a Picture, and Details of why they shouldn’t be let in any other premesis.

I’ve had a quick scout about on the Plugins section but i’m not sure what i’m looking for to enable me to do this, or if it’s even possible.

Does anyone know of a plugin which would let me do this, or perhaps one that could easily be modified to enable this?
