SLOW from the start

  • i had my server install a wordpress database for me and from the very beginning it was slow, takes about 20-25secs to load either the frontend or the admin page
    contacted my server provider and they say everything look fine on my server
    i deactivated all plugins and same thing

    anyone got any suggestions
