wp-admin returns 404 error but manually typing wp-admin/index.php works

I’ve just done an installation of wordpress. Everything works fine except when I login the screen stops with a page not found at wp-admin/. If I manually add index.php after wp-admin/ I can continue to the dashboard. I’ve read all the various similar posts about logging in and I’ve taken these steps to no avail.
recreated the .htaccess file with the recommended code
deactivated all the plugins
renamed the theme, deactivated it and activated the default theme
tried several iterations of the symlink coding
turned off indexing and redirects in my web hosting panelI’ve never had an issue like this before and since it works if I manually add the index.php I’m going to assume it isn’t a corrupt file but somewhere, something is stopping wp-admin/ from calling on the wp-admin/index.php file.
I’m not sure where to look. Any new thinking on this topic?
