I’ve upgraded to WordPress 3.4.2 and Thesis 1.8.5 and installed cookie consent 1.31 but this doesn’t seem to work. It worked with Thesis 1.7 and an older version o WordPress.

I can see in your CSS:

.custom #footer_area {
display: none;
}

This is preventing the cookie notification bar from being displayed. You need to understand why that div is set to display:none.
