Where to Get Technical Training

I wish to attend technical training in WordPress to learn how to code templates, plugins, api’s, filters, actions, hacks, etc.

Should I be looking into WordCamps, or some other type of session? I am not looking to attend P/R Conferences at this time. I am simply looking for developer training.
