Function templates or Plugins: which is more efficient?

Hello,

I would like an opinion of who is more professional with WordPress than me. What is better is terms of memory, loading speed and ease of maintenance: create a template with an administration panel with several built-in functions like social icons, Analytics and other functions that almost every site needs or use a plugin for every need?
