WP Admin looks wrong (w/ photo) and Header Warning

Hello,
We’ve been having a lot of issues lately moving our site from a sub-folder to the root on our hosting. We’ve finally been able to get the site up with a few problems including the WP admin looking wrong, as if the style sheet isn’t being called. I’ve included the URL of a screen shot below. I’ve tried deactivating the plugins and resetting to the default theme with no success. In regards to the Warning at the top, there is no extra space before or after the closing tags on those pages. Any ideas? I understand that most problems seem to be user generated headaches, so any help in understanding where we might have gone astray would be much appreciated. Thanks for your time, at the very least in reading this inquiry.
