Category to tag converter

    I downloaded and installed the wpcat2tag-importer. I checked the wp-content>plugins directory and the download is there. However, when I log into my C panel and try to convert my categories to tags, the link for the converter is not showing on the category page. Has it been moved to another part of WordPress?
