site address change didn't get saved — manual edit?

    I changed the site address in the dashboard but apparently it didn’t save properly because when I try to login, it redirects to the wrong URL and I get a 404. Because of this I can no longer open the admin interface

    Where are these settings stored? DB, config file? I have FTP access, can I correct this issue by editing a file?
