my media library (images) didn't import from one wp to the other

I did the whole export and import from one wp site into the other. All my posts and pages came over, but when I look in the media library there is nothing. However some of my posts do have images in them but many others dont.

What is the issue? I thought all my images were supposed to be imported as well with this process of exporting the xml file.
