New users site creation fails

I have installed Multisite.
As network admin I can create new sites but when a new user tries to create a site (with an allowed subdomain), they get an email confirming the site has been created but when they try and visit it it is not there.

The superadmin dashboard shows no new user or site created.

In Network Admin under network setting the button for ” Both sites and user accounts can be registered.” is checked.

I have the plugin “Site Template” installed
