Individual Comment Pages

I’m interested in setting up my blog so that comments appear in two different ways. One is the default style where comments appear in chronological order, all on the same page as the post to which they refer. The other way is that I’d like each comment to have a permalink so that it functions as it’s own individual page.
So the way this individual comment page would look is it would have the title and excerpt of my post, and then the comment underneath that with a <<Previous and Next>> link to see the next comment on a page of it’s own also. I know there are certain forum packages which operate like this, but I’ve never seen it in a WordPress install.
The closest thing I can find is Keyvan’s Paged Comments plugin:

The difference here is that his plugin allows you to specify like 5 or a dozen comments to appear on a page, and then you click next, and go to the next 5-10 comments, and so on.
I think it’s possible to set his plugin to display only 1 comment per page, but is it also possible using that to have it only display an excerpt of my original post, plus some descriptive landing page text, rather than the full post? If so, where and how might I change his code?
I will tinker with it, but just thought I’d ask if anybody had experimented with something similar in the past.
