Department with Users

I am working on a website where they have 5-10 departments, each department will have their information, pages, etc.. i need to create for each department a user or many user and assign to that specific department.

Example department water service – users that login here to update their page can’t see other department or edit. is that possible?

Example department telephone – same as above

and also have when each department login to say or show only content for their departments.
