Emergency reset Admin login password

Hello. I’m trying to help my friend who’s desperately trying to log in to her website. Her website was designed and mananged by someone else. She’s unable to log in as Admin and unable to reset her password. The email to reset password doesn’t come to her email address. Can anyone help with an emergency solution?
