secrets_mismatch error

I’m finishing up a client’s site and wanted to install and setup jetpack but I’m running into the dreaded secrets_mismatch error and can’t fix it.

I’ve completely removed the plugin and manually deleted the jetpack info from the database. That didn’t work. I’ve also deactivated all the site plugins and still receive the same error message.

How do I debug what the issue might be?
