Please Help me place a Banner

I did a few searches (wich im no good at) and didn’t find anything. on which file to edit and where to place the html at.
Could someone please help me or help me find the right info on how to? I will be wanting larger banners in my header, and I will want to rotate several there also, in the future. but for now I would like to know how to place this tag, if thats what it’s called.
